Yes China, it's an oldie and Wendy has it exactly right. They are the tins that filled a tray which was used by the tacklers to pay out wages in the mill every week.

Here is an object found by my granddaughters on the path coming off Penyghent the other week. They kept it to themselves for a while as they delightfully though they had found a fairies magic wand! They eventually handed it over to see if I could make it work, that in itself was a magic moment!
What is it and can you name the maker.

Is it for cleaning debris out of the soles of climbing/hiking boots?

I'll come clean, Stanley has the function and Wendy has the use. It's made by Victorinox manufacturers of the original Swiss Army Knife. It's supplied with some models of the knife and is available as an accessory. It is now in service with my CK pocket knife and can put a decent edge on the blade.
