There lies the clue. Everything gets put out to a contractor these days, and the contractor will often be sub-contracting all or part to another business. The authoritarian regimes keep it in house.

The bike on the right of the photo looks like a serious machine! The saddle seems to be positioned very high and I can't see any cross bar - I guess that's because the rider wouldn't be able to get on if it did have one! :smile:
