Sorry, I spelt the name wrong. It's Frank Neal. Looks like Frank Neal junior was on the council (Lab) around 2000 along with David Whipp (Lib/Dem)

I think Frank Neil used to be the landlord there.
I worked with his son, also called Frank Neil, at Mal Tool in Colne. Frank Junior lived up Folly Lane.
