You are summoned to attend the Meeting of the Council to be held on
Wednesday, 15th August 2012, at 7.00 p.m. in the Rainhall Centre, for the
purpose of transacting the business on the Agenda below.

AGENDA
1. Apologies for absence
To report and record apologies for absence from members of the Council.
2. Open Forum
To receive, for a maximum of 15 minutes, questions from members of the
public on issues, which do not appear on the agenda.
3. Declarations of Interests
4. Minutes of the Last Meeting (Attached)
To approve and accept the minutes of the meeting of the Council held on the
20th June 2012.
5. Committee / Working Groups reports (Attached)
To review and note the minutes of the committee / working group meetings
held since the last meeting of the Council.
General Purposes Committee 6th June 2012, 11th July 2012

6. Supermarket Planning Applications
To consider a response to supermarket planning applications

To consider any action required

To consider potential schemes and any financial support.
10. Payments (Attached)
To confirm approval of payments made by the Town Clerk since the last
meeting of the Council and to approve payments as listed.
11. New allotments
12 Scrutiny Panel
12.1. Town Centres
A Scrutiny Panel has been set up to look at how we use our town centres. It
wants to know whether creative plans can be developed to bring people back
into these central areas to recreate lost vitality. It is aware that there is already
a significant amount of activity via the Town Centres Team, especially in
Barnoldswick, Colne and Nelson in view of recent successful funding bids.
Panel members would however appreciate input from the parish and town
councils on any issues they believe remain to be addressed either in respect
of specific town centres or more generally.
12.2. Countryside Access:
Another panel has been set up to look at the Countryside Access service
which we provide on behalf of the County Council. This is the service which
maintains the public rights of way, i.e. footpaths, bridleways etc. The County
Council provides a grant to fund this service but Pendle Council has always
provided additional funding in order to deliver an enhanced level of service.
The Panel is considering whether, in the current economic climate, this
arrangement represents value for money and is inviting feedback from
interested organisations. Your Council is therefore invited to submit its views
so that the panel can take these into account.
13. Small Project Grant Applications (Attached) / Financial Requests
To consider applications received since the last meeting of the Council.
a) Valley Gardens Working Group £400 (Deferred from the last meeting)
14. Remembrance Sunday
To note the arrangements and to approve expenditure on a wreath and
refreshments.
15. Correspondence / Items of information (For Information only)
To note an oral report from the Chairman / Town Clerk on items of information
and or correspondence received.
