A two tailed something, reminds me of a whip but I don’t think you would get much grip on that handle, if it is a handle.

The gates are fastened together, they obviously open one way or another. There's a curious slot running on the road between each set.

Looks to me like a bascule bridge over a rhine or small canal. So is the building a bridge keeper's cottage? Possibly a toll bridge?

If it is over a canal could Glo's "curious slot" be to allow the barge towing rope to be drawn through whilst still attached to the horse?
