No, it's a bovine hair ball, the equivalent of a smaller fur ball in a cat.

I kept thinking of owl pellet but couldn't understand why it was so uniform. I wouldn't have guessed it to be made of hair. Is this a common thing in cattle?

I've come across obstructions like being 'wired' China, having a short piece of barbed wire but never a hair ball. I have no doubt they exist. Cows have three stomachs and they hoover up all sorts when they are grazing or grooming, a very common practice.
