Looks like it is upside down.
Could be a push along cart, similar to a golf buggy. Could it have been for delivering papers?

Is it part of an old farm implement (though why you'd want to keep it, I can't imagine)

Is it a bracket you use in pairs and they hang from a horizontal scaffold bar and then you put a plank across it to support your tools and buckets? Maybe when you are working at heights.

They hung from 2 horizontal scaffold bars to stop them swinging inwards and were boarded to be used as a working platform?

You're almost there China. Think sideways, you've got the right idea. Look carefully at the design and think what it would fit.

To fit on ladders to hold cross boards? I'm not familiar with scaffolding but I've probably walked past many of them and never given them a second thought.

The ladder hangers as they are in the picture were outlawed years ago but ladder hangers are not illegal ,if they can be modified to fit a handrail and use a youngerman board for the span they are ok,you can hire ladder hangers from most national hire shops such as Smiths and HSS..
