Let's knock this one on the head by saying that that is what I think it is as well, the tool for unscrewing security nuts on car wheels. Trouble is I have never seen one of them.

They are sugar tongs, used for breaking or shaving sugar when it was supplied in large blocks.

And in the late 60s when I had to study German I had this German book, Snoopy der Bruchpilot book. I think Snoopy had a girlfriend who was kidnapped by the Red Baron...

There is still mystery over who fired the shot that brought down the "Red Baron" Manfred von Richthofen. WWI Canadian pilot Arthur "Roy" Brown is actually credited with the kill but there is evidence that it was rifle shot from the ground that was actually the cause.
Snoopy vs The Red Baron is just fantasy loosely based on history ,the 80 kills or more accredited to Manfred are correct. Either way he was able to land his aircraft before he died.
