Nobody is coming clean but quite a few of you know what it is. They are two of the cast steel cutters that Newton used for boring steam engine cylinders.....

Just a random remark about those cutters.
My paternal grandfather, just after WW1, was employed as a vertical borer (ie cylinders) at Hunslet Engine Company in Leeds.
Subsequently, my father was an apprentice at Hunslets and after he moved to near Bristol, he worked in the toolroom ...

Correct, it's cotton but far larger than a hank, look at the foot rule for scale. It's a specialised package but what?

Time I knocked this one on the head.... It's a continuous warp bundled up ready to go off to the finishers for bleaching and dying. It was plaited into a 'chain warp' to shorten it and fed through the vats of chemicals and dyes. Being loose it finished evenly and when dried was would onto spools before going into the next manufacturing process. It was made at Ellenroad and was a survivor when the mill was demolished when I rescued it.
