I am trying to identify which band is playing and what was the occasion.

I can't say with certainty but almost certainly the Barlick band which was very active in the Inter-War years. From the way the children are dressed I'd hazard a guess it was connected with the Whit Walks.

Its strange how the men and women have lined up separate, was that normal for whit walks? And who is the chap in the Bowler hat.
