Correct Tom, it's a line shaft oiler and when filled with oil and inverted it was placed in the hole in the cap of the big bearing and the metal rod rubbed on the shaft. As it moved it allowed oil out slowly and a full oiler would last a week. They came in varying sizes and this was a small one.
