Wooden paving blocks were quite common especially in central London. I once helped a man publish his memoirs about the Blitz and he said that word soon got round if a bomb had disturbed them. People swarmed in and pinched them because, being soaked in tar, they made excellent fuel for open fires!
Another ploy used to reduce noise was to put sawdust down on the road outside a house where someone was very ill if they were wealthy enough to afford it.

Just remembered, they used discarded tanner's bark (Oak bark) for deadening the street noise as well.
