They're spanners for custom made nuts (buttons) used on a jointing plate on drive belts in t' mill I do believe.

Is it a security device or dye lot indicator?
It looks like a pencil sharpener when you blow it up, but as it is on a "Just Jeans" background, have to go with the above.

It must date to the 1920s to 50s at the latest, but whom the chappie is supposed to be I have no idea. I think it is poss USA made rather than UK, Germany or Far East.
