Another thought, is it for holding some sort of checking device? Never seen one before.

Holding fishing hooks for tying flies on them, or anything else I assume. Anyway, a small vise specially for fishing sports.

Sorry to both of you. It's a totally functional object. I'm trying to think of a clue that doesn't simply tell you what it is. How about this, you could associate a Turks head with it.

A Turks head is knotted rope isn't it? So I'm guessing it is a threading device to form the knot? I know, I'm waffling again!

A big Irish labourer, Paddy, would you believe it, was an ex mariner. He would make some of the most complex spiced knot connections I've ever seen, real works of art. All his were using ordinary rope but he did say he worked on wire rope as well. The mystery object is a marlin spike.

P has got it exactly, It's a marlin spike or 'fid' used for parting the strands in a rope, either manilla or wire, to allow the splice.
