Spot on, Gloria! They're the buildings that hid the gasholders at Saltisford, Warwick, built in 1822 and `..one of the oldest and best preserved gasworks in the world. The central block has wings flanked by octagons, containing the gasometers [in a central court].' They're now converted into apartments. Their original purpose was to convey a sense of safety by hiding the gasholders and preventing the public from getting worried about them. That's why I think the windows might have been bricked in when built. Not that the buildings would have been much use if the gas exploded! LINK

Stanley's right so far, The bars on the windows are a bit of a give away. A lock up but not intended to be temporary. Local as stated, but where? Visitors to this town will have walked past it hundreds of times without noticing it. As you do I suppose.

Tripps, It can be seen by street view but only if you know where it is. and it isn't in Barlick.
Gloria, I would request that 'professional' mystery object players hold back until about 9,30 am tomorrow after which it becomes open season.
